POSITION SUMMARY
The Planner IV will be an integral part of the County’s Long Range Planning Team (a division of the Planning and Development Department), which has an emphasis on countywide ordinance and policy development, as well as shaping growth and development through the county’s comprehensive planning program as mandated by the South Carolina Local Government Comprehensive Planning Enabling Act of 1994. The successful candidate will be a versatile planner with strong interpersonal skills and the technical ability to support and enhance the overall efforts of the Long Range Planning work program.
ESSENTIAL DUTIES
• Manages preparation of various long range plans that seek to accomplish County Council goals. These plans include, but are not limited to corridor, area, and neighborhood plans, economic and community development plans, strategic planning initiatives, redevelopment plans, the Comprehensive Plan, place-making programs, and other special planning projects.
• Participates in the development of recommendations and drafting of amendments to the County’s Subdivision Regulations, Unified Land Management Ordinances, and Performance Zoning Ordinance.
• Works with the Current Planning Division to gain insight into the feasibility and effectiveness of policy implementation and ordinance administration.
• Participates in policy discussions and consensus building with county staff, elected and appointed officials, stakeholders, and the public, including the development of community engagement strategies and facilitation of workshops to effectively communicate proposed plans and studies and solicit feedback on planning projects.
• Assists with periodic updates and reviews of the county’s Comprehensive Plan, including planning public outreach and input opportunities, as well as helping to develop a version and strategies for county-wide growth management.
• Research planning/land use-related issues, gathers and analyzes data, compiles information, develops presentations, and prepares reports, including maps and graphics for publication.
• Supports the Long Range Planning Manager in preparing requests for qualifications (RFQ) and requests for proposals (RFP), consultant scope and deliverables, marketing, education, and public relations.
• Research, collect, compile, organize, analyze, and maintain Spartanburg County socio-economic forecasting, and other methods that aid decision-makers.
• Prepares and presents reports, studies, maps and tables for the long range planning team, including presentations to boards and commissions and at community meetings.
• Develops materials for the Planning and Development website for specific projects.
• Performs related planning work as required.
KNOWLEDGE, SKILLS AND ABILITIES
Must be physically able to operate various office machines including computer, multi-line telephone, scanner, copier, etc. Must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time. Work involves climbing, bending, and stooping for short periods of time. Must be able to lift and/or carry weights of 5 to 15 pounds.

EDUCATION AND EXPERIENCE
Required:
• A Bachelor’s degree with major course work in planning, geography, public administration, geographic information systems, urban design, or closely related field.
• A minimum of four years of professional planning experience.
• Or an equivalent combination of education, training and/or experience that provides the required knowledge, skills, and abilities.
Preferred:
• Experience with Geographic Information Systems (ARCGIS Pro or ARCGIS Online).
LICENSE / CERTIFICATION and OTHER REQUIREMENTS
• All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
• Ability to obtain a valid South Carolina Driver’s license upon hire.
